MP-Moskovskoye sobraniye (Moscow) - March 31, 2004

Prom City Moscow project presented in Davos

The conference Russia's Investment Outlooks for a New Presidential Term organized by RBC took place in Davos (Switzerland) from March 17 to 21, 2004. Irina Rukina, a deputy of the Moscow City Duma and the chairwoman of the commission for economic policies, talked about her impressions of the discussion on investment issues and the peculiarities of working on the Russian market.

"I think that the more we speak about the necessity for investments the fewer real proposals we receive, because talks alone, no matter how proper they are, do not attract investors. We are not always capable of using financial instruments efficiently. Very often, a lack of investor motivation causes problems because there is no certainty that the rules of the game will be abided by at all the stages of project implementation.

This is not the first time I have participated in economic forums organized by RosBusinessConsulting and I do so with pleasure. Concrete questions are raised here. In Switzerland, I presented the Prom City Moscow project, which in fact is the most large-scale industrial project in the city over the last 10 to 15 years. A lot of questions were asked after a I made a fairly detailed report and I understood that that area interested investors a lot, moreover, Moscow had not proposed such projects before. Perhaps, it is rather unique and for the whole of Russia.
