All IT projects may be transferred to single federal body
RBC, 09.09.2010, Moscow 13:46:33.The Russian union of IT directors has submitted a letter to Russian President Dmitry Medvedev and Prime Minister Vladimir Putin suggesting that all matters on the development of information technologies be concentrated in one federal 'super-body,' the RBC Daily newspaper reported today. Yet, market participants are concerned that the new structure would only further complicate the already complex system of interaction between ministries. The letter, signed by the union's chief Boris Slavin, states, "One of the key problems in the organization of the implementation process for information and communication technology in Russia is the undefined status of those responsible for the implementation of programs." With this in mind, the document's authors propose to create a separate federal agency for the support and development of information and communication technology that would report directly to the president. The document also suggests that the Communications and Mass Media Ministry should retain its supervisory function on the market, but no longer perform activities that are subject to regulation. According to the publication, the president has on numerous occasions criticized Russian ministries for inefficient work on the implementation of the e-government target program and other projects.
