Specifically, the lower chamber of the Russian parliament is scheduled to consider amendments to the Criminal Code which introduce tougher punishments for terrorists and their accomplices. According to State Duma Speaker Boris Gryzlov, improving legislation in the sphere of countering terrorism is an absolute priority. "The deputies passed a series of anti-terrorism laws during the summer session, and they will continue working on this issue in the fall," he stated. Gryzlov reminded participants of the tragedy that took place six years ago, when, as he put it, "the barbarians of the 21st century attacked a school in Beslan, killing innocent children and teachers." He went on to say that the government would do everything in its power to prevent terrorist attacks and inflict severe punishment on terrorists.
