Gas deal not binding for Russia after changes made by Ukraine

      RBC, 12.01.2009, Moscow 11:25:33.Russia will not see the agreement to create an international commission to monitor gas flow from Russia and transit via Ukraine as binding after it was amended by Ukraine, President of Russia Dmitry Medvedev stated yesterday during his meeting with Russia's Foreign Minister Sergei Lavrov. The statement came as Lavrov announced Kiev's comments on the gas transit agreement signed by the EU, Russia and Ukraine. Specifically, Lavrov mentioned that his ministry had received the agreement signed by Ukraine with a provision that some "declaration" was to be appended to it. Although no declaration had been enclosed, negotiators have had an opportunity to review it, the Vesti channel reported.

      According to Lavrov, the declaration contains false statements that Ukraine has not siphoned off any gas, pumping all the gas to Europe, while other provisions contradict the essence of the agreement signed by Russia and the EU. Medvedev, in turn, defined the agreement as "void."
