PM proposes gradual increases in gas prices
RBC, 09.10.2008, Moscow 18:40:47.Russian Prime Minister Vladimir Putin deems it necessary to increase domestic prices for natural gas to the market level, he told Communist Party deputies today. Putin noted that the government had developed a scenario for the gradual transition to fair market prices. Tariff increases must be especially moderate for households and the housing and utility sector, the PM maintained. He explained that tariffs for those two categories of consumers must be raised concurrently with people's real income growth. Putin noted that he was greatly concerned over what was happening in the sector, as Gazprom had spent 15 solid years providing the country with gas at prices considerably lower than the market value. If this continues, the PM stressed, Russia will never solve its problems in the housing and utility sector, let alone be able to diversify its energy sources.
