Gov't resigns as new President takes office
RBC, 07.05.2008, Moscow 13:56:18.Russian Prime Minister Viktor Zubkov has signed a decree on the government's resignation on May 7, 2008 due to the inauguration of a new President of Russia. The decree was signed in accordance with Article 116 of the Russian Constitution and Article 35 of the federal constitutional law on the government of Russia, the cabinet's press office reported. The new sworn-in President Dmitry Medvedev will now by his decree have to appoint an acting Prime Minister and authorize the members of the cabinet to continue performing their duties until a new government is approved. Under the Russian Constitution, a candidate for the new PM must be introduced to the State Duma within a two-week period. The lower chamber of parliament will then have a week to consider to the proposed candidacy and take a corresponding decision. Medvedev announced earlier that he would propose the PM seat to the outgoing President Vladimir Putin. The State Duma, where the constitutional majority is with the United Russia party, intends to consider Putin's PM candidacy as early as May 8. Putin has already promised that he will head United Russia after his presidential term runs out, but that he will not assume membership of the party.
