Economy Ministry on Russia's middle class
RBC, 14.12.2004, Moscow 16:32:58.Necessary conditions for forming middle class in Russia will emerge by 2010, the Russian Economy Ministry said in a released program for Russia's social and economic development for the medium term. The Russian Economy Ministry considers people with personal income six times higher than the subsistence level to be representatives of the middle class. These people are forecasted to contribute 50-60 percent to Russia's population compared to current 20 percent. Experts with the Economy Ministry say that the poverty problem could be solved by 2007, but the problem of forming the middle class is far more difficult to solve. Forming the middle class will contribute to enhancing the development of different industries, the ministry stressed in its program.
