Putin approves ratification of Kyoto Protocol
RBC, 05.11.2004, Moscow 10:01:15.Russian President Vladimir Putin has signed into law the federal bill on the ratification of the Kyoto Protocol, adopted by the State Duma of Russia on October 22, 2004 and approved by the Federation Council on October 27, the press service of the head of state reported. At least 55 countries whose total proportion of all global emissions was not less than 55 percent as of 1990 should sign the protocol before it takes effect. 124 countries, whose total proportion of all emissions is just 44.2 percent, have ratified the protocol so far. Following the ratification by Russia, whose share of all global emissions is 17.4 percent, the protocol will take effect automatically. However, Russia's participation in the implementation of the Kyoto Protocol will require some financing from the federal budget.
