Medical insurance law unlikely to be passed in 2004
RBC, 08.04.2004, Moscow 11:21:24.The probability that the new law on compulsory medical insurance will not be approved in 2004 is pretty high, First Deputy Economy Minister Mikhail Dmitriyev told journalists today. As far as this law is concerned, the Finance Ministry has faced conceptual objections of the Finance Ministry and the presidential administration, he said. The disagreements are very serious; they primarily concern mutual settlements among Russian regions and republics, the federal budget and the system of compulsory medical insurance, Dmitriyev stressed. According to Dmitriyev, there will be a high-level meeting on the law adaptation in the Economy Ministry in the near future. The adaptation will take several weeks. "We will not be able to finish before May holidays and most probably we will not submit this law to the State Duma in spring," Dmitriyev said.
