Deputy Director Of Federal Security Service, "Large-scale Anti-terrorist Operations Cannot Be Main Way To Resolve This Problem"

"Large-scale anti-terrorist operations cannot be the main way to resolve this problem", the Deputy Director of the Federal Security Service (FSB) Sergey Ivanov said at today's session of the Political Consultation Council. The subject of the session was "Fighting against Terrorism: Political Aspects and the Practice of Legal Means". Ivanov pointed out that the main aim of the fight against terrorism is eliminating the circumstances, which cause it. Thus, according to the FSB Deputy Director, a State program of elimination of social grounds of terrorism in the North Caucasus is required. Ivanov also pointed out that one of the main causes of the outbreak of terrorism in Russia is the criminalization of all spheres of social life, which is in particular related to redistribution of property and attempts of criminals to delegate their representatives to the State Authorities. Ivanov mentioned the negative role of the militant nationalism and pseudo-religious extremism, for example, Vakhabism, which was establishing "a developed network of its followers" for a number of years without difficulties. Ivanov appealed to media to "stop advertising terrorism". Ivanov believes that it is necessary to make amendments to the Media Law to increase responsibility for the propaganda of terrorism.
